This report is Part I of the Evaluation and it: - Documents the expansion of 4K in Fiscal Year 2013-14 and in 2014-15; - Updates the projections for the number of at-risk four-year-olds in each school district and the number of at-risk four-year-olds served in a publicly funded program using available information; - Analyzes the results of the 2014 administration of the Palmetto Assessment of State Standards (PASS) and the academic achievement of students who had previously participated in the program; and - Documents the implementation of an early literacy assessment for children in a publicly funded 4K program and all children enrolled in five-year-old kindergarten. Results of the assessment will be reported in Part II of the evaluation. The EOC did not have access to initial assessment data until the week of December 15, 2014, and quality assurance will not be completed until February 2015. - Provides a preliminary discussion of 4K measures of quality, which influence student growth and school readiness.
