A portrait of early childhood in Canada's Francophone minority communities provides a background for identifying current issues and trends, along with opportunities to improve access and services for early learners in these communities. Obstacles involving language transmission, dual government levels, and lack of funding are addressed. The Commissioner of Official Languages lays out four recommendations to support Francophone communities and foster equal access and quality for young children.
