2021 ITCA finance survey: Part I: Executive summary

Description:

Despite the essential and complex nature of financing and its influence on the ability to support all programmatic aspects of Part C, the information regarding the funding of Part C across states has been less than robust. In response to this gap in information, ITCA released the first comprehensive examination of the revenue sources used by states to support their early intervention system in 2010. ITCA determined that a survey was the most efficient method to examine both the infrastructure and the funding flow of the state/territories. The initial survey was designed to identify several key components of Part C financing: 1. Federal, state, and local funds that were being used by states to support their total Part C system; 2. The total amount of revenue that is generated by each fund source; 3. The total amount of revenue at federal, state, and local levels; and finally, 4. The percentage of each federal, state, and local fund source contributing to the total cost of the system with a close look at the percentage represented by Part C federal funds. (author abstract)
