The Supporting the Head Start Workforce and Consistent Quality Programming draft NPRM, which was released on November 20, 2023, proposes the most significant changes to Head Start and Early Head Start in almost a decade. With dozens of new requirements, new policy aspirations, and revisions to existing requirements, the proposal as currently written will have a sweeping impact on Head Start and Early Head Start.
