North Carolina Birth-Five Early Childhood Education: Strategic plan

The Preschool Development Grant B-5 Strategic Plan (Strategic Plan) focuses on strategies led by the North Carolina Division of Child Development and Early Education (DCDEE) for children ages zero to five. The Strategic Plan builds upon previous work to improve the North Carolina Early Childhood Education (ECE) system, with a focus on access to and quality of services for North Carolina's most vulnerable young children. DCDEE developed the plan based on research and input gathered in the state’s Pathways Action Framework and the North Carolina Early Childhood Action Plan (ECAP), along with new input from state ECE leaders, and additional findings from the Barriers to Expansion of NC Pre-K report, the Commission on Access to Sound Basic Education Whole Child Work Group, and the Birth Through Third Grade Interagency Council's visions and policy recommendations. DCDEE also incorporated findings from the Needs Assessment included in the Preschool Development Grant. (author abstract)
