Beyond its significance as specific legislation, BBB is therefore important to understand as a manifesto of the vision and priorities that underlie it. This report provides a close examination of the BBB childcare and pre-K provisions toward that end. It explains the legislation’s central elements and analyzes the implications were this kind of legislation passed into federal law. (author abstract)
