The overall goal of the RTT-ELC pilot was to inform the design and implementation of a new Tiered Quality Rating and Improvement System (TQRIS) for Kentucky. The pilot was designed to address three primary components: (a) indicators of quality and rating distribution; (b) observational measures used in the system; and (c) general processes (e.g., communication and supports).
