In the state of Kentucky, the process for conducting the biennial Market Rate Study is outlined in KRS 199.899. Under this statute there are two components to the market rate study. First, a survey is conducted every two years to gather data on the prices charged by child care providers for services. This survey is required to go to all child care providers in the state. Based on these data, the Division of Child Care is responsible for setting the maximum subsidy rates. The 2017 Market Rate Survey focused on (a) determining the current prices charged for child care services across center and home-based care, (b) the distribution of prices across the state, and (c) the distribution of prices based on participation in the STARS for KIDS NOW and ALL STARS programs.
