This report was developed to support states in addressing one of the most pressing challenges in child care: building and maintaining a workforce with core competencies and adequate compensation. After interviews with experts in the field and a scan of child care workforce research and state systems, BPC identified four goals for this report: 1. Define workforce roles. 2. Explain core considerations for a stable and competent workforce. 3. Identify policy levers, models to learn from, and financing strategies. 4. Provide recommendations that begin where the sector is today and lead to a strong workforce in the future. (author abstract)
