Creating and sustaining a coordinated early childhood system requires a focus on sustainable financing. We designed this toolkit with state early childhood leaders in mind. This collection of tools, guidance, and resources can be used by those who are being introduced to different aspects of financing as well as those with more financing experience. We have curated these resources to provide state leaders with guidance and support as they develop and/or refine a more comprehensive and aligned fiscal system in multiple early childhood settings, including child care, Early Head Start/Head Start, health, home visiting, mental health, Part B and Part C, and state-funded prekindergarten.
