The Ventura County Office of Education (VCOE) commissioned Eileen Monahan Consulting and associates to conduct a study on the current barriers, gaps, and opportunities to child care access elements in Ventura County. This document categorizes some of the issues that were identified by VCOE as high priority or timely, all related to licensed child care expansion, facilities development resources, and the co-location of housing and child care.
