The implementation of Colorado Shines involves several key stakeholders working across state agencies and local organizations. Understanding implementation from the perspectives of key stakeholders is helpful for documenting successes, exploring challenges, and identifying suggestions for system improvements. Twenty-nine key stakeholders were invited to participate in interviews because of their diverse roles within organizations involved or associated with Colorado Shines implementation. Key stakeholders were asked to share their perceptions on eight topics: 1. Recruitment efforts 2. Rating criteria and the Colorado Shines Quality Framework 3. Verification process/process of rating assignment 4. Quality improvement supports and incentives 5. Marketing and communication 6. Data systems and technology 7. Transition from Qualistar Rating to Colorado Shines 8. Colorado's Race to the Top - Early Learning Challenge Grant (RTT-ELC) Several key themes emerged from these interviews, summarized below.
