This document identifies and discusses the concept of high-quality birth-to-age eight early care and elementary education as one of the Measures of Success of the North Carolina Pathways to Grade-Level Reading. It defines the measure and the terms used in the document, and it discusses why the measure matters; how the measure connects to other Pathways measures; contextual issues to consider; and policy, practice, and program options to support the measure.
