Description:
The Pennsylvania Office of Child Development and Early Learning (OCDEL) is developing an action plan on how best to build capacity to use data, research, and evaluation to inform decision-making. Towards that end, this project takes an inventory of OCDEL's strengths to use data, research and evaluation, identify key gaps, and set priorities for future improvement. The project gathers feedback from OCDEL leaders and staff. Data collection tools are informed by the Research and Evaluation Capacity Self-Assessment Tool and Discussion Guide for CCDF Lead Agencies developed by the Urban Institute.
