Modeling quality costs for Delaware Stars: Interim report on program costs of quality in centers [Executive summary]

The purpose of this project is to assist the Office of Early Learning to develop a set of dynamic models for estimating the cost of implementing Delaware's Quality Rating and Improvement System (QRIS), Delaware Stars for Early Success, and the cost of operating various types of early learning programs at the five quality levels of Stars. Anne Mitchell of Early Childhood Policy Research is the financial consultant leading the project. This interim report covers the provider costs of operating at quality levels for centers and family child care homes as well as the Head Start and public school program operating costs. The study of ongoing system costs is in progress and a report will be forthcoming. (author abstract)
