This report is based on a literature review and interviews with local and state administrators. The aim is not a comprehensive county-by-county analysis of QRIS, but rather to highlight common themes emerging across counties. The ten counties interviewed for this report were chosen for their geographic, cultural, and economic diversity, as well as for their high numbers of children ages zero to five living below the poverty line who are potentially impacted by a quality rating system. The goal of this report is to provide a current picture of California's QRIS, and offer recommendations as the state expands its efforts in quality rating. It describes the common components of quality in early childhood settings, reviews California's distinctive approach to QRIS, and discusses the resulting implications for stakeholders. Finally, we offer recommendations for future efforts to improve quality in the state. (author abstract)
