Description: This paper is part of a larger Urban Institute project -- Bridging the Gap: Understanding the Intersection between Workforce Development and Child Care -- supported by the Ford Foundation, that examines the intersection between workforce development and child care. The paper focuses on one element of this intersection: the Child Care and Development Fund (CCDF), the major federal and state child care assistance program. In particular, it examines CCDF eligibility policies and services for parents who need child care to participate in education and training activities. (author abstract)
