This report, one in a series of reports on contemporary issues in licensing, focuses on defining and identifying child care providers operating illegally and the enforcement of the state statute. It provides examples of enforcement practices including the use of law enforcement and monetary penalties. Some of the practices cited may be helpful to state licensing agencies considering the challenges involved in this important aspect of their responsibilities. (author abstract)
