An overview of proposed programs for infants and toddlers appearing in the applications for Race to the Top--Early Learning Challenge (ELC) grants from Georgia, Kentucky, Michigan, New Jersey, Pennsylvania, and Vermont. Categories of programs include those designed to develop and integrate early learning guidelines for infants and toddlers, offer professional development to the infant-toddler workforce, to expand home visiting programs, to address specific concerns of high-need communities, to engage families, and to connect families with services
