Research brief: Evaluating Preschool for All quality

Description:
In March 2004, San Francisco voters passed Proposition H, which stated that, "It shall be the policy of the City and County of San Francisco to provide all four-year-old children who are City residents the opportunity to attend preschool," and First 5 San Francisco was designated as the implementing agency. First 5 San Francisco first began to offer Preschool for All (PFA) in four pioneering neighborhoods in 2005 and has since expanded to reach every corner of the city. According to the First 5 San Francisco Strategic Plan and the Evaluation Framework, one of the primary objectives in San Francisco includes the provision of high-quality preschool that is accessible, available, and affordable for all. Through a series of classroom assessments conducted in spring 2012, this report examines the quality of Preschool for All-funded preschool sites. (author abstract)
