This document describes a framework for community leaders to use in coordinating their early care and education system across public and private sectors. Part I outlines the elements of the framework including definitions and considerations for building equity into the local ECE system. Part II highlights cities that have successfully implemented the various framework elements. The cities included are: Austin, Fort Worth, and San Antonio, TX; Cleveland, OH; Denver and Longmont, CO; Grand Rapids, MI; Hartford and New Haven, CT; Las Vegas, NV; Louisville, KY; Nashville, TN; Oakland and San Jose, CA; Orlando, FL; Philadelphia, PA; Phoenix and Tempe, AZ; Richmond, VA; Rochester, NY; and Seattle, WA.
