In this second report to the Mayor and Council of the District of Columbia, the Task Force presents additional recommendations for use of the Pay Equity Fund for child care workers. The report describes a two-phase strategy for disbursement of funds using a short-term mechanism of implementing supplemental direct-to-educator payments and a long-term mechanism of developing a new salary scale.
