What happens to community-based preschool during school-based pre-k expansion? A look at enrollment patterns

Description:

This research evaluates enrollment patterns in Chicago Public Schools’ (CPS) pre-k programs and in city-funded community-based (CBO) preschools before and after the City of Chicago implemented policy changes to expand access to high-priority groups. Data examined includes the three years prior to the policy changes (2010-2013) and three years after the policy changes (2013-2016).
