The purpose of this study was to evaluate the Texas Rising Star (TRS) quality-based child care rating and improvement system (QRIS). The goal of the study was to ensure consistent quality assessments and alignment with TRS standards across all participating providers. To achieve these goals, the researchers analyzed the reliability and validity of the TRS rating system; developed an assessor training program, and tested the implementation of technical assistance methods, such as mentoring and workforce development programs.
