This is an overview of law and policy on the topics of data privacy and data sharing when governments collect and share data about families receiving assistance. Each chapter begins with an overview of relevant legislation and ends with recommendations for states sharing data within established limits. Chapter 5 addresses the sharing of data related to child care initiatives such as state QRIS initiatives and activities funded through CCDBG and CCDF. Additional chapters provide similar information in the areas of child welfare, Temporary Assistance for Needy Families, child support, energy assistance, and nutrition assistance. A final chapter discusses collecting, accessing, and sharing data safely over the internet.
