The 2011-2012 school year marked the tenth academic year in which the DPI awarded CLC funds. A total of $13,425,000 was provided for 196 centers starting or continuing programs. In its efforts to support program continuous improvement efforts, the DPI provided multiple training and technical assistance opportunities for all grantees. This report reflects the activity of the 196 centers, which operated in both urban and rural communities. The data in this report are encouraging and reflective of the outstanding efforts made by dedicated program coordinators, instructional staff, activity leaders, and community partners. Compared to the 2010-2011 school data, the 2011-2012 school year shows continued growth in the percentage of regular student attendees (students who attended at least 30 days), and in the number of local partners contributing to the CLC mission. The number of partners increased from 972 to 1,015, with combined contributions of $2,635,453. (author abstract)

The following report summarizes Great Start Readiness Program (GSRP) classroom quality data collected during the 2011 - 2012 program year. This data, for the first time, was reported and scored using HighScope's OnlinePQA system. The scores on Form A are based on outside observers (e.g., education specialists), and Form B on administrator reports. The information for Form A and Form B includes end of year data only. Scores on the preschool Program Quality Assessment (PQA) range from 1 to 5, with 1 representing low quality and 5 representing exceptional quality. A useful way to interpret the PQA is that scores less than 3 indicate low quality, scores between 3 and 4.49 indicate medium quality, and scores at or above 4.5 indicate high quality. The Head start Act (as amended December, 2007) requires the Head Start State Collaboration Office (HSSCO) to conduct a needs assessment of Early Head start and Head Start grantees and delegate agencies in the state in the areas of coordination, collaboration alignment of services, and alignment of curricula and assessments used in Head start programs with the Head Start Child Development & Early Learning Framework and, as appropriate, State Learning Standards. The Head Start Act also requires the HSSCOs to use the results of the needs assessment to develop a strategic plan outlining how we will assist and support EHS/Head start grantees in meeting the requirements of the Head Start Act. This plan must be updated annually and made available to the general public. Attached you will find the data analysis highlights on areas identified as needing assistance and support. The strategic plan will be completed and shared with the AHSA board and then to the public by making it available through the AHSA's web-site. An HSSCO Needs Assessment timeline has been attached for your convenience in order to show when to expect the completion of the strategic plan. (author abstract)
