Partnerships for quality: Improving infant-toddler child care for low-income families

This interim report describes what we have learned in the study's first year about promising strategies for building community collaborations and partnerships, as well as preliminary operational themes that may be helpful for programs, communities, and state and federal policymakers who seek to develop, implement, and support partnership strategies. Because Early Head Start has been at the forefront of efforts to promote the development of community partnerships -- especially those with child care providers -- to help meet the unique needs of families with infants and toddlers, the report examines these Early Head Start-child care partnerships in detail.
