This brief is intended to provide information and guidance for advocates and other stakeholder, especially those new to this issue, as they seek to increase investments in high quality preschool in their states. We begin by providing an overview of the state preschool system, including three critical components: state early care and education (ECE) leadership; ECE advocates; and the collaboration of these two groups. This is followed by four concrete steps advocates can take to support the creation, expansion, and/or quality enhancement of preschool programs: 1) identifying and gathering state-specific data; 2) understanding the “ask”; 3) developing and researching the “ask”; and 4) communicating the “ask.” (author abstract)
