To determine the rates that the SC Voucher Program (formerly ABC Voucher Program) pays enrolled child care providers, the South Carolina Department of Social Services (SCDSS) is required to conduct a statewide market rate survey of child care providers every two years. For the 2015 market rate survey, SCDSS contracted with the University of South Carolina's Institute for Public Service and Policy Research (IPSPR) to conduct the data collection and processing for the market rate survey.
