Governance and financing

Description:
A stable and sustainable financing strategy is key for early childhood systems development. Governance, as a key element in systems development, has, in some states, influenced revenue generation, distribution, and expansion in ways that enhance services, reduce their duplication, and increase financial accountability. Additionally, states have used governance as a lever to examine and experiment with new approaches to financing. This chapter explores the link between governance and financing mechanisms--traditional and innovative--for early childhood education. (author abstract)
