Year 1 final report of stakeholder interviews: Evaluation of Quality Counts

Quality Counts (QC) is a quality rating and improvement system (QRIS) and professional development initiative in Miami-Dade County, Florida. This system is designed and funded by The Children's Trust, Early Learning Coalition (ELC) of Miami-Dade/Monroe, and the Early Childhood Initiative Foundation/Ready Schools Miami. The purpose of the stakeholder interviews was to gain an understanding of the QRIS roll-out, systems-building, collaboration across the partnering agencies, quality standards, and supports provided to child care providers. This Year 1 final report on the stakeholder interviews is based on 23 phone interviews with individuals from 13 agencies. The majority of the interviews were conducted in February and March 2009, with a few conducted in April. Interviews lasted on average 31 minutes. There were two types of stakeholders interviewed, with about half in each group: those who are leaders of the three main collaborating agencies (system leaders) and those who are leaders of the programmatic functions of quality counts (program leaders).
