A two-phase evaluation of an early childhood mental health (ECMH) consultation initiative in Pennsylvania that in phase one examines 167 randomly selected cases to assess recommendations and referrals made by ECMH consultants and that in phase two explores service provision through interviews with initiative consultants and staff and a survey of parents whose children received services
