Connecticut Office of Early Childhood: 2022 market rate methodology and analysis

The Connecticut Office of Early Childhood conducted a Market Rate Survey of licensed early care and education providers to determine market rates in each region and across the state for licensed centers and licensed family child care providers. The study is required as part of the state’s Child Care and Development Fund (CCDF) Plan, as directed in the Child Care and Development Block Grant (CCDBG) Act of 2015. The Care 4 Kids Child Care subsidy program, funded by the CCDF funding, allows low-income families to maintain employment, participate in training, workforce development and education programs. The 2022 Market Rate Survey and analysis provides information regarding differences in current subsidy payment rates to purchasing power and adequacy for access in the child care market, by region and statewide, and tiered rates or differential rates for special populations or higher quality childcare.
